Judge Brown has special training in Ethics and Ethical procedures as part of his judicial training and experience. Both as a member of the litigation staff of the Department of Justice in Washington, DC for seventeen years and in his judicial experience since June of 1995, Judge Brown has been called upon to review ethical procedures for the Court and to provide guidance to his staff in complying with ABA Canons of Ethics. His oversight from the bench gives him the power to judge whether attorneys appearing before him have complied with appropriate ABA and agency ethical procedures. In many cases, Judge Brown has made appropriate referrals for disciplinary proceedings for ethical violations, both while at the Department of Justice and with the Office of Hearings and Appeals, now called the Office of Disability Adjudication and Review.
